Note that in the UN tab of the Risk Assessment module, there's a logic that does not cover specific dangerous goods classes such as DGC 7 and DGC 9. Non-physical dangerous goods are not covered in the risk calculation except for dangerous goods that fall in the category of physical hazards such as those that are flammable or can cause an explosion. 

However, you may notice that the same material can possibly be assessed for ILO (Health) Risk Assessment due to its health-related hazards.
